LTS cadence

The technical board agreed yesterday to codify our two year LTS cadence.

I've removed the "usually" from the wiki page[1] and filed a bug[2] to
get the LTS information on ubuntu.com updated.

(I also e-mail skaet asking to get the support term info on that wiki
page updated per our meeting yesterday, but that's separate from
this).

What else do I need to do?
