[Bug 252368] [NEW] Automatically associate DD and DM accounts with GPG keys in keyring packages

Matt Zimmerman (mdz) has assigned this bug to you for ubuntu-community:

Anyone who has had a package sync'ed from Debian has at least a stub
account in Launchpad. For Debian Developers and Debian Maintainers we
also have a trusted  gpg key in the relevant keyring packages.

It would be useful to automatically associate those GPG keys with the
accounts to allow them to manipulate bugs via email.  Since this is the
primary mechanism for interfacing with the Debian BTS, this is their
usual mode of operation.

This would help improve the state of bug triage for Ubuntu
