[Bug 794631] [NEW] package importer has toasted lp:ubuntu/sysvinit

Trying to branch from lp:ubuntu/sysvinit gives an error:

$ bzr branch lp:ubuntu/sysvinit
bzr: ERROR: Not a branch: "bzr+ssh://bazaar.launchpad.net/%2Bbranch/ubuntu/sysvinit/".
$

This branch shows up on the package importer as a failure.

The trouble is, this branch *has* successfully imported in the past -
both James Hunt and I have local branches of this package dating from
karmic - and now this data is no longer accessible.  That's a pretty bad
failure mode for the importer, I think.
