Bug Control unable to set bug reporting guidelines

As discussed at the Rally for Natty last week - with the setting of the
Technical Board as the driver for Ubuntu I am no longer able to set the
bug reporting guidelines or acknowledgement for Ubuntu.  I've reported
this about Launchpad as http://launchpad.net/bugs/703002 and believe
that the bug supervisor for Ubuntu (ubuntu-bugcontrol) should be able to
set the bug reporting guidelines, bug reporting acknowledgement and
configure bug expiration.
