I noticed that it wasn't a prerequisite to be a MOTU or core developer or
Debian developer, which is a bit surprising to me (maybe I missed some
previous discussion on this?).  Anyone who has enough packaging experience
to be able to review other people's work should surely be qualified to
upload their own work to Ubuntu or Debian, no?  I guess the idea is that
they are evaluating the packages as a group, rather than individually.

How many seats are we aiming to fill on the board?
