Do we actually need a process here? 

It also depends on how we actually expose the software. If we add a
(ppaname, sourcepackagename) pair to software-center, then we can't
control new uploads anyway. If we copy the source and binaries into
some "ubuntu-post-release updates" PPA, then we can of course.

I think a shallow binary debdiff check, an inspection of
debian/changelog, and running lintian over the binaries should
suffice.
