If I understand your question correctly, yes, you can propose a single SRU
which addresses multiple issues.  You can file a bug about this and follow
the procedure at https://wiki.ubuntu.com/StableReleaseUpdates#Procedure

The SRU team, which handles these requests, can answer any further questions
you have along the way.
