Localisation of start.ubuntu.com/results using client=ubuntu

Proposed agenda addition:

Ubuntu goes to great lengths to provide users with interfaces in their own
familiar languages, including translating the installer.  However, the
initial page and search results in the browser re not suitably localised.

Previously the same situation existed with the technical means used for
instigating revenue return from the Firefox search and address bar entries.  
That has now been solved, owing to the new relationship with Google, search
requests now include the additional parameter:

  client=ubuntu

It is likely that a similar change would allow solving the issue of searches
from the default Ubuntu browser start page not being familiar:

  https://bugs.launchpad.net/ubuntu-website/+bug/305905
  "start.ubuntu Google CSE has fewer features"

  (Where fewer features == localisation, Images, Maps ...)

Please could the Technical Board look into how this might be improved,
