Under the 'Team Council member election' the idea of short lists is a
concern I currently have in some situations. These situations being the
Kubuntu and Edubuntu Councils. Typically the lists they generate for such a
position are already a shortlist. In this case, what happens to that step?

 * Does the CC make the list shorter if possible?
   - ie. looking for 3 new members, list has 5 people
 * Does the CC drop the short listing in such cases?

Another concern that some have with the shortlisting is the possibility of
favortism being incorporated. For example, X is known by everybody, Y is
not as known but could be better suited than X, but X is still picked
because X is everyone's friend. I know this doesn't happen, but others may
think it does. Would it be feasible to make public the CC's decision on why
they picked who they picked on the shortlist, and break it down per CC
member?

Or maybe, instead of discussing as such, the CC has their own poll in which
they use to create the shortlist, and that information can be made public,
just like the last CC elections?
