[storm] New 0.16 milestone

Hi,

I've created a new 0.16 milestone to track development for the next
version of Storm:

If you would like to get features or bug fixes into the next version
please put bugs in the milestone.  It would be great to see the
Oracle backend stabilized and land in trunk for the 0.16.  To those
involved with it: please sign contributor agreements [1] if you
haven't already done so.
