[storm] 0.10 / review request

Hello Stormers,

0.10 is around the block.

We have three outstanding branches for merging: 126789, 126875,
and 126613.  The two former ones need reviewing, while the last
has been reviewed and needs some work.

I'd also like to do something about 126171 (Decimal property) on
time for the release.  We just have to decide about the naming
convention.

Let's try to get them moving so that we can get 0.10 out of the
door this week.
