Apache Webserver for Webmin

Apache is decidedly more efficient than the miniserv.pl that runs
Webmin. Usually, though, Webmin receives so little trafic as to make
this hardly worth considering. 

If you're going to be restarting or reconfiguring Apache from a
webpage, it's quite advantageous to do it from one that's not served by
that apache instance :) More so, almost always, than the advantage of
shifting Webmin to a lighter-weight webserver.
