Maybe I'm naive but wouldn't a split like
- deb http://archive.ubuntu.com/ubuntu zebra main-core
- deb http://archive.ubuntu.com/ubuntu zebra main-applications
be all that was needed?

With main-applications being rolling updates and main-core being stable?
