It's KDE devs that made Rekonq, not Kubuntu devs. Kubuntu devs had nothing
to do with the creation or Rekonq.
My question is: who decided that Rekonq is going to be the default browser
for KDE 4.x? Was that a KDE decision (upstream) or a Kubuntu decision
(downstream)?


Anyway, the topic title is totally misleading. Konqueror is *NOT* going to
disappear. It just won't be the default for browsing. Oldtimers like
yourself can still use it. That's not forbidden. :)
