[ADMIN] Mailing list description and first mail.

Hi all,

I have changed the 'info' page for this mailing list which you can see here:-

https://lists.ubuntu.com/mailman/listinfo/sounder

This is in order to make the list description consistent with the
pages on ubuntu.com which should reduce confusion for new subscribers.

I have also set the "Welcome message" that gets sent to new
subscribers, so there's no reason not to be aware of the mailing list
guidelines.
