Only a small amount of Googling brought me to this link:

Section 3 "European Union: Further Information on EU Data Protection"
This lists links which refer to the Directives which make it a
requirement for member states to include the Directives into domestic
legislation. So, its probably up to each country to consider including
it into law, rather than being an "EU Law". However, specific
information appears to be in Directive 95/46/CE of the European
Parliament and of the Council of 24 October 1995 on the protection of
individuals with regard to the processing of personal data and on the
free movement of such data.
