Was there?  Would you like me to enumerate the Americans I know who moved 
_here_ during those years?  Half of my neighbours are from New Jersey.

Seems to me there was the normal flow there always has been.  Canadians go 
south for better paying jobs (I've done it myself), and for warmer winters 
(I won't be doing that!), and Americans come north for milder political 
climates and to ski.
