It isn't normal. It could be, for example, that iinet has synced the new
dists/ tree (package indices) but not pool/ (the packages themselves).
This isn't recommended practice for mirroring but we don't centrally
control all mirror software.

'rmadison sane-utils' says that it's in main. It may be that it was in
universe briefly for some reason? Something strange is certainly going
on here ...
