Ah, that explains it - its a foreign matter and the advice given does
not relate to the law in *my* country.  Of course, *my* country might
have similar statutes that apply, but the advice given was totally about
the law in the USA. BTW I live in the UK.

If we're going to have discussion about such wide ranging topics, could
we remember please that a good number of us *ARE NOT* US citizens and
are totally disinterested in matters parochial enough to not affect us,
such as Check 21 and ACH transactions?
