Scott Lewin raised two new argument in bug 495391, that haven't come up
yet here on the list.

In short:
1) contributers would have to follow the guidelines while others would
not. Contributers would have to endure abuse.
2) What about people who have done nothing to contribute to the Ubuntu
Linux distro, but have signed the CoC?
