That is in fact being actively considered for this release.

It happens that there is a large overlap between people who want to install
Ubuntu and people who want to introduce others to free software. For those
friends who aren't quite ready to switch operating systems yet, a couple of
free programs for Windows can be just the thing to give them a taste.
