They might be tempted to, but I suspect they wouldn't for the simple
fact that end-users can (in the case of Ubuntu anyway) legally
download the OS for free and just do a clean install. Windows users
are held hostage by the fact that they don't normally have a real
Windows CD, but rather only an OEM-supplied one (if that!) that's
specific to their machine and has all the crapware preinstalled.
