Hmmm, it seems, and lucky us Ubuntu users, that Canonical is seeking
top quality developers. I feel/bet their first priority is
to find a good chap rather than a "will do" one, and so will employ the
chap regardless of location/salary. A few of the core (read, the most
expensive of the bunch ;-) are located in outrageously expensive
countries like the UK or the US, so I really don't think
location/salary is a barrier.... quality first ! :o)

So in short... if you think you can do the job, don't hesitate to try
your chance ! :-)
