There is not much we can do about this, but I don't think it is a
problem for lots of reasons:
First, I think that a user can read the description of the mailing list
when they join.
Secondly, if they come to the mailing list (as is likely) via the
website, they will see the etiquette page which explains the relative
role of the lists.
Thirdly, there is no reason that I can think of why a user would object
to being informed of the existence of other mailing lists. Saying "by
the way, there is a mailing list specifically for discussion of Ubuntu
which is likely to have a more appropriate audience for this discussion,
see URL" is just like saying "by the way, there is a specific mailing
list for discussing ubuntu artwork, see URL". The person receiving the
information will be grateful for it, no reason why not.
Users from the forum will already understand the distinction between
topics, because all the subforums have a clear and careful distinction
of topics themselves.
