That's the problem exactly.  When using apt-get to upgrade, you need to pay
careful attention that it isn't doing something inappropriate, and making
that judgement often requires intimate knowledge of what's been changed from
one release to the next.  It isn't something we can expect the average user
to do, which is why we have an upgrade tool.
