1. Go to launchpad ( https://launchpad.net )
2. On the right it should say people with a link for "people and teams" click it
( https://launchpad.net/people/ )
3. This page has a search box, select team and type a team in there,
OR
 click 'all teams' on the left
( https://launchpad.net/people/+teamlist )

I think the team you wanted was:
https://launchpad.net/people/ubuntu-desktop-effects
of course as previously mentioned if its a bug, file it as a bug.

But just in case you wanted to find any teams the above should help
