All rather sparse. Hopefully, more details will emerge, and the Turkish
and Kurdish communities can translate them.
This isse has been raised on the ubu-dev list, and Mark Shuttleworth has
stated:

I'm wondering if there's a gpl problem to this: does the third freedom -
the right improve the program, and release your improvements to the
public, so that the whole community benefits - cover translations as
improvement?
