They probably buy laptop barebones that they turn into complete
offerings (adding memory, hard disk), add support or guarantees (e.g.
LCD no-bad-pixel guarantees), etc. In other words, they are VARs
(value-added resellers).

And what's wrong with that? AFAIK the only more or less important
laptop manufacturer outside Taiwan is Samsung in South Korea (e.g. some
"Dell" laptops were designed and made by them).
