I didn't know about that project until Richard Stallman mentionned it during
an interview on the Linux Link Tech Show podcast on
Wednesday night. (http://tllts.org/)
My understanding is that it is based on Dapper. According to their web site:

Doesn't look like a hoax/joke to me, but something that fills a need with some
users (as seen in the gnubuntu discussion we had many months ago on one
of the Ubuntu mailing lists (can't remember which one...but it was the thread where
Mark mentionned the possibility of a http://gnubuntu.org)
