Will install CD and Live CD be merged in the future?

 I know that's true in my case but I have to imagine that isn't the
case for everyone. If I didn't have a high speed connection, I'd
likely have the security repos active and anything else would be
installed from my CD. In fact, isn't that the case by default? (I
manually remove the sources.list entry for the CD whenever I install
an Ubuntu box, so I know it's there....)
