We need (a) to make installation as automatic and painless as possible,
while (b) the user must confirm they have the legal rights to install the
data before installation.

Use case:
Toby upgrades to Dapper using 'sudo apt dist-upgrade' or from a CD.
After the desktop installation is complete Toby is presented with a dialog:

  Would you like to view/install the Bonus Pack?

If he clicks 'Yes' he is presented with options aka EasyUbuntu, but grayed-out.
For each group/tab there is a tick-box with text eg 'Confirm you have the right
to install codecs containing Microsoft-copyrighted material'.

Ticking the box ungrays the relevant options and allows installation to proceed.

Would that cover it?
