"package" was a brain/glitch (should have been library).  The idea is to 
write a dummy libdvdcss library, that when invoked, notifies the user of 
the problem and possible solutions.  Basicically letting the user down 
easy.  It could also potentially present a disclaimer/warning/legalese, 
then proceed to retrieve/install the package.
