AFAIK, that package is straight from Debian, and not terribly useful without
a third-party Xen package (like the ones in Tom Hibbert's[1] repository[2])
or one you've built yourself.  I don't think there's any licensing issues,
just technical difficulty in creating supportable Xen kernels, that is
kernels that are as stable and as hardware-friendly as the regular Ubuntu
kernels.

That xen-tools package is even less useful too, IIRC, because it's written
for an older version of Xen.
