Why is this a problem?  Most subscribers to ubuntu-bugs will filter on
list ID and thus get one copy delivered into their ubuntu-bugs folder
and one in their inbox.

I don't consider that "duplicate mail".  If anyone does they can use a
mail client that can weed out "duplicate" messages.
