In this case, the package is a straight import from Debian, with no changes.
When it has been modified for Ubuntu, you can find a 'Changed-by:' line and
you can find a list of any Ubuntu changes in:
/usr/share/doc/packagename/changelog.Debian.gz
along with who made the upload.

That is the best thing to do. What will probably happen in this case is to
simply send it upstream to 'bugs.debian.org' unless it is a problem relating
to some particular Ubuntu change.
Ubuntu doesn't really have a concept of maintainers, except perhaps for the
very core packages where it's polite to negoiate first with the maintainer
looking after it (a good indicatation of this is to look in the change log
at who made the last change).

gets you Michael Fedrowitz's realname and PGP key (04604EB8) and from there
you can get several other email-addresses; and a webpage:

But yes, bug-trackers are the best place for bugs; then other people get a
chance to see the issue have have it recorded aswell. What's he bug-number?
