There are packages of libdvdcss and some other stuff available from
http://packages.freecontrib.org/ubuntu/plf/ 

These are based on the Penguin Liberation Front's packages for Mandriva
rather than Marilat's for Debian though.

This is one of the places EasyUbuntu gets stuff.
