How to make power manager STFU

I am running Dapper and every time I log in or out of Gnome I get the
message:

"Power Manager
This program cannot start until you start the dbus system service.
It is strongly recommended you reboot your computer after starting
messagebus."

First, the message is confusing - there is no "messagebus" package or
service.  Second, dbus is installed and running.  What's the problem?

Also how do I get rid of power manager - this is a desktop and I don't
want or need power management?

This seems to be a recurring issue, every few months some program
complains about not being able to find dbus even though it's running.
Does the protocol change frequently or something?
