I don't think it is that simple. Users have been used to doing it this
way, and as a result I think the obligation was on us to (a) support it,
or (b) make much more of an effort to publicise the change in functionality.

The number of users who have struggled with this problem has been
significant enough to indicate that if (b) was the route that was taken,
it wasn't done well enough. I myself was certainly under the impression
that the developers were continuing to focus on supporting upgrade paths
without relying on meta packages... It's in the release notes, and the
wiki page which deals with upgrading, but it didn't get through.
