There is no pleasing some people. First you complain you can't read the
guide, now you complain even louder that since you've read it, it
shouldn't be allowed. >_<

To answer your question, it is there because the author added it. We
don't have any guidelines about what subject matters are and aren't
allowed to be documented on the Ubuntu wiki. If you'd like to discuss
whether such guidelines would be a good idea or not, feel free to bring
it up on the documentation team mailing list.
