That's just it, for the most part they don't. My wife has never read a document about an operating system in her life yet can use Linux for her normal day to day tasks just as easily as she uses Windows. Just don't ask her to configure anything in either of them, Windows and to an extent Ubuntu do this for her by themselves without much input from her. Gentoo on the other hand, unless you have a pretty good knowledge of Linux, you won't even get installed[1] for the most part.
[1] think "a default Ubuntu install" - graphical desktop, hardware configured etc.

It is not a matter of user base. IMO, all users must read docs. Imagine how long docs people have read to get started with windows. Sad the fact that users are un willing to read half the equal amount of docs for linux. :(

I would suggest that Gentoo has a different user base then Gentoo, one more likely to actually read the docs.

effectiveness of Gentoo's docs.
No matter what distro you use, what feelings you have about Gentoo, you
just can't deny they do have GREAT docs, covering tech stuff as well as
organization of it.
Could someone with experience on Docing please review what Gentoo does
for docs, please?
