Right now it's for all users which are in the 'admin' group. This
covers the default setup well without needing any extra privilege.

This has been considered some weeks ago, but we dropped that approach
since it would introduce an information leak to sudo which is
absolutely undesirable on servers.

They should use sudo in Ubuntu, that's what the current message tells.

The current message is printed in /etc/bash.bashrc, where it can be
customized.
