Broadly speaking a domain is just a registered computer name, an email
address is just a user on that computer in the form of user at domain.com.
You can also use the domain.com to serve web pages or host code
repositories - it depends on what services you purchase from your
hosting provider, most tend to bundle email and web pages together as a
minimum.

There are single entities responsible for different TLDs such as .com or
.org and also per country entities responsible for .uk, and another for
.fr etc. Usually though they only deal with bulk registrations so you
buy from a reseller. You should be able to find plenty of such companies
via a web search.

In practice you wouldn't want your ISP (meaning your connection
provider) to host your domain on their servers, as this would mean every
time you change ISP you would have to contact the new one to register
your domain with them. Also many ISPs don't offer this. The better way
is to find a 3rd party hosting provider, again a quick search for "web
hosting" will get you lots of results, often your hosting provider will
also register a domain on your behalf.
