Two sentiments I would go along with are: "If it can't be done easily
with a CLI, you shouldn't rely on it", and "If it can't be done easily
with a CLI, your users can't rely on it - so its a bug". Obviously there
are exceptions, such as adhoc drafting tools like openoffice - users
can't rely on it (if you need to do some work over a slow link, it just
isn't going to work), but its not a bug since it is conceptually a GUI
thing.

Oh yeah, a third: "If it isn't both documented and discoverable, your
new users can't use it"

All three of these are about improving usability.
