I find that quite a few of these are old bugs like: 
https://launchpad.net/distros/ubuntu/+source/firefox/+bug/26610

In that case I was able to confirm the bug on my 5.10 system but not on 
dapper, and so I marked it as Fixed Released. I guess this can be done 
with most non-critical, non-security bugs. The bug still exists in 5.10 
and that information gets somewhat hidden by closing the bug, but IMO 
that is a lesser evil as it helps clear the backlog of open bugs. If 
this approach is acceptable then I think it can be quite an efficient 
way to clear out a number of old bugs. Thoughts?
