I imagine he means that you can't resize a maximised window. This has
caught me a few times.
"Ok, I want to make this window just a little smaller. Ok, click on the
edge and drag. Huh didn't it work. Oh well, must have missed the edge, I
do it again, more carefully this time. Huh? Still doesn't work?

Oh, thats right you have to de-maximise a windows before you can resize
it."
It means a user has to learn about two different types of windows,
maximised and non-maximised.
