It is a serious problem though -- piracy of Windows is quite common,
and, in most cases, those PCs that are bought "naked" _are_ running
pirated copies of Windows.

Having MS pressuring vendors to provide an operating system with their
computers might not necessarily be the worst thing in the world.

MS is going to run into anti-monopoly laws in some countries if it
demands only Windows be installed, and vendors are going to be
recalcitrant to pay oodles to install Windows (driving up their cost,
lowering their potential market).

So, if vendors didn't want to spend oodles on licencing Windows, they
would turn to a completely FLOSS operating system like, ta da, Ubuntu.
