if you do:
$ sudo apt-get -d install xkeyboard-config
$ sudo dpkg -i --force-confmiss  \
/var/cache/apt/archives/xkeyboard-config<TAB complete latest>.deb

It might fix it. I think this will scrub out any custom configuration
you've done, so you might prefer to examine and fix the xkeyboard
configuration instead.

That bug also mentions an xorg.conf issue to do with the framebuffer device.
