In this case, a "developer candidate" is someone who is applying to become
an Ubuntu developer. This is not a job, but a position within the Ubuntu
community.
Ubuntu is an open source project, and as is typical in the open source
world, anyone is welcome to participate in its development if they meet
certain qualifications. At each meeting of the Ubuntu Technical Board, we
welcome a few new developers to the team. With few exceptions, these are
volunteers.

involved with Ubuntu development.
