Closing a window with sys-menu / dblclick

This was a question I was about to post. Why doesn't double-clicking
on the window's system menu close a window?

I like to have my close on the left side of the screen (in fact, I'd
prefer to have all the buttons on the left side of the screen and _NO_
window system menu (it's a pointless menu... the only thing I *EVER*
select from it is close)).
