Essential has a very specific meaning, namely that without Essential
packages you won't have enough of a system to run dpkg reliably, and the
packaging system will refuse to remove Essential packages. eject isn't
appropriate for this status. As Thom said, eject is in Base (and for
good measure cdrom-detect apt-installs it anyway), which is enough.

The powerpc CDs also have eject-udeb in the installer's initrd.
